Requires a Cottage Food Operator Permit ($100, renewed every 2 years) and Food Safety Manager Training (~$200). New Jersey was one of the last states to pass a cottage food law (October 2021, with Rhode Island following in November 2022) after a 12-year legislative battle. Direct sales only — no wholesale, mail order, or shipping. All sales must be within state borders.
