Must register with Cabinet for Health and Family Services ($50/year). Two categories: Home-Based Processors (no growing required, $50/year, online orders with pickup/delivery) and Home-Based Microprocessors (must grow predominant ingredient, $50 workshop + $5/recipe approval, inspection every 4 years, only 3 sales locations). No food safety training required. No shipping or mail order allowed. Interstate sales prohibited. Home kitchen limited to two non-commercial ranges/ovens and three refrigerators. Candy cannot be touched with bare hands. $60,000 gross annual cap applies.
