Massachusetts has no revenue cap but requires your local board of health to personally review and approve every label design before you can sell a single cookie — one of the most bureaucratic cottage food processes in the country despite having no sales limit.

Requires a Residential Kitchen Permit from local board of health ($50-$100/year). Home kitchen inspection required before permit issuance and periodically thereafter. Some regions require ServSafe Manager certification (~$125) and allergen training (~$10). Only household members may assist with food preparation. Labels must be reviewed and approved by local board of health before selling. Cannot ship via mail or courier — online orders allowed but must be delivered in person or picked up. Wholesale, brokers, warehouses, retail stores, and restaurants are prohibited sales channels. Reform bills H.114 and H.140 (2025-2026) would create a true statewide cottage food law but have not passed. Interstate sales prohibited. No pets or 'domestic activity' restrictions apply during production.
