Requires a Home Food Processor License (~$20/year) from Maine's Division of Quality Assurance & Regulations. Home kitchen inspection required before licensing. Product testing for certain items ($26-$39/product). Well water and septic tank testing if applicable. Mobile Food Vendor license needed for farmers market sales. Maine has THREE pathways: (1) Cottage food with license, (2) Food Sovereignty — 113+ municipalities (30% of towns) allow unlicensed direct home sales under local ordinances, (3) Constitutional Right to Food — Maine is the first state to enshrine the 'right to food' in its constitution (2021). 'Uncontrolled children' cannot be present during production. Interstate sales prohibited. Home address disclosure mandatory.
