Everything you need to know about selling homemade food from your kitchen in Virginia.
Until July 2026, Virginia cottage food sellers could advertise online but were banned from having a 'Buy Now' button -- customers had to call by phone to place orders, making it one of the last states with a phone-only ordering requirement.

Annual revenue cap
No cap (general); $9,000/year (acidified foods); 250 gallons/year (honey)
No general revenue cap, no license, no permit, no training, no inspection. HB402 signed April 2026, effective July 1, 2026: allows online sales, electronic payments, and delivery/shipping via mail or third-party carrier within Virginia. Before July 2026, online ordering was prohibited (phone orders only). Acidified foods (pickles, salsas) capped at $9,000/year (raised from $3,000 in 2024). HB402 may also remove the acidified food cap — verify with Virginia Department of Agriculture for current status.
