Utah is a Food Freedom state with two paths: (1) Food Freedom path -- no cap, no license, no inspection, nearly all foods allowed, direct-to-consumer only; (2) Traditional Cottage Food path -- requires food handler permit, limited to non-potentially-hazardous foods. Food Freedom path prohibits sales at restaurants, retail stores, events, and roadside stands. Labels must state product is uninspected and not for resale.
