Iowa has allowed homemade food sales since the 1980s — decades before most states even considered cottage food laws — and is widely cited as having 'possibly the best cottage food laws in the nation.'

No license, permit, or inspection required. Local governments are prohibited from adding restrictions or banning homemade food sales. Iowa also offers a separate HFPE (Home Food Processing Establishment) path for pickles and fermented items, which does require a license, inspection, and food safety training. Iowa is one of 9 states (as of 2026) that allow TCS foods in home kitchens under the HFPE program. Labels must include preparer contact info, ingredients, allergens, and residential exemption disclaimer. Has allowed homemade food sales since at least the 1980s. Restaurants, retail stores, catering, and wholesale are prohibited under basic cottage food (HFPE required for retail).
